Eligibility Criteria for RRB Group D CEN 09/2025

Educational Qualification (as on 02.03.2026):

  • 10th Pass (Matriculation/SSC/SSLC) from recognized Board, OR
  • ITI (Industrial Training Institute) certificate from recognized institute, OR
  • Equivalent qualification, OR
  • National Apprenticeship Certificate (NAC) granted by National Council for Vocational Training (NCVT)
  • Important: Candidates waiting for final results are NOT eligible to apply
  • Diploma/Degree in Engineering will NOT be accepted in lieu of ITI/Course Completed Act Apprenticeship

Important Notes on Fee:

Selection Process for RRB Group D CEN 09/2025

The recruitment consists of 4 successive stages:

Stage 1: Computer Based Test (CBT)

Duration: 90 minutes (120 minutes for candidates using scribe)

Total Questions: 100 (Each of 1 mark)

Exam Pattern:

  • Objective type with multiple choices
  • Questions available in English, Hindi, and 13 regional languages (Assamese, Bengali, Gujarati, Kannada, Konkani, Malayalam, Manipuri, Marathi, Odia, Punjabi, Tamil, Telugu, Urdu)
  • Negative Marking: 1/3 mark deducted for each wrong answer
  • Section-wise distribution may vary slightly in actual exam

Minimum Qualifying Marks:

  • UR: 40%
  • EWS: 40%
  • OBC-NCL: 30%
  • SC: 30%
  • ST: 30%
  • PwBD: May be relaxed by 2 marks in case of shortage

Stage 2: Physical Efficiency Test (PET)

Important PET Notes:

  • Two-stage test: First weight carrying, then running (after recovery gap)
  • Failing in weight carrying means elimination (no running test)
  • Weight carrying involves lifting sandbag (without handle) from waist-height bench and carrying without dropping
  • Candidates’ responsibility to ensure medical fitness for PET – Railways not responsible for injuries
  • Exemptions from PET:
    • Persons with Benchmark Disabilities (PwBD) – must pass medical examination
    • Course Completed Act Apprentices (CCAA)
    • Ex-Servicemen (ExSM)
  • Pregnant Candidates: Must submit self-declaration. If pregnant, PET deferred till 6 weeks post-confinement. Vacancy kept reserved.

Stage 3: Document Verification (DV)

  • Shortlisting: 1:1 ratio of vacancies based on CBT merit + PET qualification
  • Candidates must produce original certificates
  • No additional time given – absence leads to candidature cancellation
  • Scanned copies to be uploaded before DV at https://oirms-ir.gov.in/rrbdv
  • Certificates must be in English/Hindi (translated version required otherwise)
  • Hard copy of signed application form to be brought

Stage 4: Medical Examination (ME)

  • Conducted by Railway Medical Authorities
  • Must pass requisite medical fitness test as per IRMM
  • Visual acuity standards strictly enforced
  • Medical appeal option available (one final opportunity on payment)
  • Candidates found medically unsuitable will NOT be given alternative appointment

Final Merit & Selection

  • Based on CBT marks (after normalization if applicable)
  • Subject to PET qualification, DV clearance, and medical fitness
  • Post/Railway allotment as per candidate’s preference, merit, medical fitness, and vacancy
  • In case of tie: Older candidate ranked higher; if age also same, alphabetical order of name (A to Z)
  • No right to appointment – RRB/RRC only recommends; appointment by Railway Administration

Reservation & Relaxation for RRB Group D CEN 09/2025

Vertical Reservation (Community-wise):

  • SC (Scheduled Caste)
  • ST (Scheduled Tribe)
  • OBC-NCL (Other Backward Classes – Non Creamy Layer)
  • EWS (Economically Weaker Sections)

Horizontal Reservation (across all communities):

  • Ex-Servicemen (ExSM)
  • Course Completed Act Apprentices (CCAA) trained in Railway Establishments
  • Persons with Benchmark Disabilities (PwBD)

Important Reservation Rules:

For OBC-NCL Candidates:

  • Must produce OBC-NCL certificate issued on or after 01.04.2025 but not later than 02.03.2026
  • Certificate must be as per central list (http://www.ncbc.nic.in)
  • Must submit self-declaration (Annexure IIA) at DV that they don’t belong to Creamy Layer
  • Certificate must mention: “Does NOT belong to Creamy Layer as per DOPT OM 36012/22/93-Estt.(SCT) dated 08.09.93, modified vide OM 36033/1/2013-Estt.(Res.) dated 13.09.2017”
  • OBC in state list but not in central list: NOT eligible for reservation

For EWS Candidates:

  • NOT covered under SC/ST/OBC-NCL
  • Gross annual family income < Rs. 8 lakh for F.Y. 2024-25
  • Family should NOT own:
    • 5 acres or more of agricultural land, OR
    • Residential flat of 1000 sq. ft. or more, OR
    • Residential plot of 100 sq. yards or more (notified municipalities), OR
    • Residential plot of 200 sq. yards or more (other areas)
  • Family: Applicant, parents, siblings <18 years, spouse, children <18 years
  • Must possess valid Income & Asset Certificate (Annexure III) based on F.Y. 2024-25 income/assets

For PwBD Candidates:

  • Minimum 40% benchmark disability required for reservation/relaxation
  • Certificate as per Form V/VI of RPwD Rules 2024 (Annexure V-A/V-B)
  • Must submit Unique Disability Identity (UDID)
  • Suitability for posts indicated in Annexure-A
  • Eligible Disabilities:
    • VI (Visually Impaired): Blindness (B), Low Vision (LV)
    • HI (Hearing Impaired): Deaf (D), Hard of Hearing (HH)
    • LD (Locomotor Disability): OA, OL, OAL, BL, LC, DW, AAV, CP, SD (without neurological/limb dysfunction), SI (without neurological/limb dysfunction)
    • MD (Multiple Disabilities)
  • Temporary disability candidates NOT eligible for reservation (as per DePwD OM dated 17.12.2025)

For Ex-Servicemen (ExSM):

  • Must have valid Ex-Serviceman Certificate from Zila Sainik Board
  • Serving defense personnel expected to be released within 1 year can also apply
  • Must submit NOC with probable discharge date (Annexure VI-A) at DV
  • Declaration/Undertaking (Annexure VI) required at DV
  • ExSM who already secured civil employment using ExSM quota: NOT eligible for ExSM reservation (only age relaxation available)
  • Different medical standards applicable (Para 534 of IRMM)

For CCAA (Railway Establishments):

  • Must have completed Act Apprenticeship by 02.03.2026 (appeared in NCVT exam)
  • National Apprenticeship Certificate (NAC) from NCVT required at DV
  • Weightage: 1/3rd marks from NCVT examination added to CBT marks for merit
  • If NCVT weightage gives lower score, higher of the two will be considered
  • Exempted from PET
  • Can apply to any RRB (not just training Railway)
